Source Cel-Shading?

I'm currently at work on a mod using the Source engine. The project is an abstract action game, and is to use cel-shading techniques to a great extent. If anyone has developed or knows anyone who has developed a cel-shading engine, please let me know. Thank you!

Can Torque Shader work with the Source engine? I was hoping to use Source for a total conversion, and if someone had already developed a shader for this, that would be a great benefit.

Not unless you have the source code to source and then you would have to work out licensing between GG and Valve.
