Post Apocalyptic Simulation, like Fallout does Settlers

Just something I was kicking around the other day after playing both Fallout 2, and Cultures 2 over the weekend, and I realized most of the "community simulation" games that have been made have been Vikings or other northern Europeans, set in wooden ships with swords and armor.
So, being a once avid Deadlands & Deadlands Hell on Earth, Fallout 1/2, Settlers 2-4, and Cultures 1/2 & Northlands player, I figured I'd do my best at blending the styles. I've had the RTS pack for a while now, kicked around some code with it over the past few months (I was working on making a multiplayer Katamari Damacy clone for a while, don't ask me why, that damned game is addictive), and did a little tweaking over the last few days to come up with a fair concept.
Here's what I'm thinking:
Randomly generated maps (I've already gotten this for my KD clone, just need to work on terrain deforms)
Single "Race" in as much as you don't select like Humans, or Mutants or Cyborgs, but have the option to build them, so you'd first breed a Peep, and if you want a mutant you expose them in a radioactive vat, or build them out with kit for a Cyborg, if you research far enough. Certain bonuses and penalties would apply depending on each Peep's "Race".
Multiple jobs, same as any Simulation; Scavengers, Engineers, Farmers, Miners, Soldiers, Nuke techs, Midget Hog Farming Methane producers, you know, the typical Mad Max stereotypes.
Planning on setting it maybe a few decades after Doomsday, so nothing is quite as gritty as Fallout, more Roadwarrior/MaxMax-ish, was thinking of a biological plague, but that might be a little too Resident Evil.
Fairly traditional combat, as far as simulations goes.
I'm still toying with the idea of land/water vehicles, horses and horse drawn carts.
Traditional resources and resource gathering, but also scavenging, both off existing "structures" and wrecks, but also from destroyed enemies, vehicles and buildings.
Cradle to Grave people.
Resource, peep, vehicle and building capturing and raiding.
All in a "Fallout Boy" cartoony style.
Thinking Single and Multi player.
So my question is, not so much if anyone would help, but, if I did work on this, would anyone play?
And no, I'm not going to charge for it, Freeware, and as open source as I can, so basically anything locked in the engine is off limits, but script and resources are fair game, I never understand why people work so hard to lockdown the script anyway, I love modding.
