Texture problems

Hi, I have not done much with textures or modeling and such. Mainly scripting with some side design. I have two areas I currently need help.
1.) I have started creating models for my project with milkshape and was wondering if anyone could point me out to a place that would show how to do texture raping or painting for my models. I tried doing some, but so far I have not figured much out in this area.
2.) I have created road textures for my project and was wondering, is there any way to rotate the texture 90 degrees? For example, my texture with the yellow line that goes down the center of the road to seperate traffic, I need to turn it so I can use it in all directions. Also, the link at the bottom of this post shows a problem with my tecture showing up. Is this the engine oe did I do something wrong with the detail texture?

(Yes I know I made the line kinda big, and yes i'm going to change it.)
EDIT: I have also just come to a problem where no matter what the color depth or what I do for my texture file, the yellow line slowly fades into the grey around it. Here is what it looks like. (Not noticable till you zoom in on the picture or use it in the terrain painter.

I think that is illegal :)
I think the problem with the first screenshot is the mipmap levels. It seems like each mip level is not lined up with the previous. I have no idea why it "bleeds" to the left though. Nice texture, btw.
Typically to rotate a texture, you rotate the object being textured. You could also change the U/V coordinates of the object the texture is applied to. I have a feeling that doesn't answer your question, though.
