Random IFL?

Hey, I was wonderinf if it is possible to make an image in an IFL play for a random range, I want to make the billboard light in my street light model i made to blink at random, it can't really be a normal IFL because there will be multiple street lights on screen at once and you would see al the lights flickering at the same time, I was just wondering ifi t was possible to do without using code.
