Needing a little help

Ok, so its quite frustrating. I plan on getting the Torque gaming engine very soon. However, upon finding out that I needed XCode C++ compiler I search my mac and couldnt find it. So I search on the internet and soon found XCode 2.3 fine? Not so fast. Big problem.
I am running 10.3.9, XCode 2.3 runs on Tiger only. (DO'H!) so I need to know whats the latest version of Xcode which runs on OS 10.3.9 and where I can find it.
I cannot find other ones anywhere. They all lead back to the apple site or updated download pages of "2.3". (grumble grumble) So if you could help me out a bit, cos I'm hoping to get it pretty soon, and unless my mums freind comes back from Holidays faster, then I'm stuck.
