Theora Volume

Has anybody noticed that the volume level of theora files is lower than the volume level in the world editor?Is there a way of turning up the volume of a theoractrl?I've looked in theoraplayer.cc and any volume settings are set to 1.0 - I presume thats the maximum it can go too?
