How do you send levels to certain people?

First, ask if anyone wants the level and they will provide you with their e-mail addresses. Second... do you know how to attach a file to an e-mail? If so, then just attach the file to an e-mail and send it to whoever wants it.

For example, if you want to send a level to me, my e-mail address is wachovia_138@yahoo.com

Just compose an e-mail to me, and attach the .mis file (and a .jpg or .png screenshot of the level, usually).
