Quick Questions Before I get Started

I have TGE 1.4 and the TGB. I want to know if with TGE you can have like a city level every level I have seen so far with this engine has Hells with the graasy look. I want to try and make a true crimes FPS game very basic though with levels. Thi swould be like an urban city not a country looking setting.
What do you think of making mods for Unreal Tournament I ahve downloaded the tools nessecary and was looking at that as an option to send to some of the game companies. So far this is what I have been working with
1. TGE
2. TBE
3. Game Studio A6 standard
4. Half Life 2 SDK for modding
5. Unreal SCripting and tools for modding
6. Photoshop CS
7. Maya 6.5
I live in Milwaukee and in Madison Wisconsin I was speaking with an artist from RavenSoft Software and she told me I should create a game and send it there to show my programming skills.
