The transform "gizmo" in the World Editor

I am pretty sure that all the model I made the pivot point were defenitely on the floor (the bottom of the mesh),
but when I tried to use the World Editor the transformation gizmo which use for tweaking the position/rotationi/scale was always in the center of the model.
Is there any way to make it be consistent with the pivot of the mesh(.dts)?
This also happened in all my .dif files.
