Wild bug - feels like graphics, looks like network

I tried searching for this, but it's so strange i'm just making a new post.
this is happening consistently on one machine, no others.
The Machine
Windows XP Pro Media Center Edition - (5.1 Build 2600)
AMD Athlon Dual Core 4400+
2GB Ram
Realtek HD Audio card
ATI Sapphire Radeon X800XL - 256MB VRam
ati driver 6.14.0010.6601 from 2/21/06
DirectX 9.0c
- have updated graphics drivers w/ no change in bug.
the bug
From a reboot,
we run our moderately modified version of the TGE 1.3 client,
and all seems well.
but after a while, after spinning the view around in a certain spot,
the network-lag icon starts flashing like a mad thing,
and it becomes pretty much totally unplayable.
the framerate stays more or less constant. (about 90 FPS)
- looks like network lag !
the weird
So we close the client app and restart it.
Long before any network activity,
just at our Login screen,
the text cursor (carat) is now flashing like mad.
When we actually do login,
we're immediately in the bad state described above.
the scarily weird
So we close the client app again,
and launch the Torque Demo executable as downloaded from GG.
-> stock TGE immediately also starts up in the same bad mode as above,
and is unplayable.
what's going on ?
basically any instance of TGE is now hosed until the next reboot.
we've been unable to trigger the bad mode from within the TGE demo,
but i suspect it would be possible if we threw in a bunch more textures & geometry.
any clues ?

yeah that occurred to me,
i looked at the other dual-core issues and they didn't seem to be the same thing,
but it's definitely worth a shot.
- Isn't TGE already single threaded ?
if not, how do i set it to run in a single thread ?
many thanks.

by which i mean we applied this driver patch from AMD:
the driver titled "AMD Athlon? 64 X2 Dual Core Processor Driver for Windows XP and Windows Server 2003 Version (exe) 1.2.2.2" from this page:
