cant find the compiler

Hi Guys,
I have just got the torque files from the gnu thingy and now they are sitting on my computer.
Which is good...
however my damn ISP wont allow me to get any ftp downloads to work. ADSL in cyprus sux, and they wont turn off NAT so i think that could be another reason why my ftp downloads dont work.
I can find the creative files anywhere that are not on a ftp server, so i cant download them, nor can i figure out how to get a compiler or compile my torque files i downloaded so that they run like the v12 ones do.
When it is compiled is a file like the v12Test.exe created?
This shows my ignorance, but believe me ignorance isnt bliss, please help me forum you're my only hope,
