Max 2 dts question

I am a new torque user. I know that there is a plug in for 3dsmax to export to DTS, but does anyone know of any app. which allows you to make the conversion if you don't have 3dsmax? Specifically I want to be able to convert .3ds files that I find online for use in my games.
Again I am a new user, so forgive me if this has been answered before. thanks

Milkshape can import .3ds files and you can export them to .dts from there.
