Well ask yourself that first question, are you going to use InnoDB?

If not or you not sure what InnoDB is, go with the classic.

Forgot to ask, what kind of project are you using for it and why are you having to buy the license.

Damn Jaimi beat me to it :)

I don't think there would be a issue regarding users and connections with the Classic license if you still need to buy a MySQL license.

But I'd check out PostgreSQL.
