Go run out to your local computer bookstore and find a book called "Modeling a Character in 3DS Max" by Paul Steed. This gargantuan book will take you through the entire procoess of building a character from reference drawings and up to the creation and application of textures and UVW coordinates.

To learn how to use Biped, setup a bone's skeleton, and/or how to use the Skin modifier (or some other skeletal deformation modifier), you just need to read your documents that come with your software.

As for getting your model out of your 3D application, Joe's excellent document on the DTS exporter will cover everything that you need to know. If you run into any problems, check out the Max FAQ that that I am constantly updating here on the GG site (in the FAQ section).

Finally, remember that good character's or objects for games do take a lot of time, blood, sweat, and tears in order to create. You should not get discouraged at any time along the way, you have a whole community of people who can help you out or give you suggestions.
