Scaling my biped is impossible?

So I have my figure Skinned to a biped, and I'm starting to go thru the "Torque Exporter for 3DSMax Creating and exporting basic player models" tutorial I grabbed from this site. I have discovered that my model and its biped are 10x too large for the 1unit=1meter scale.
But when I try to scale everything down, chaos ensues. The mesh scales at a different rate then the biped! If I try to re-scale the world units, the Mesh shrinks to almost nothing while the biped remains un effected. It seems like I cannot re-scale my biped in anyway without messing up the rigging.
Do I have to just ditch my biped, shrink the mesh and start over with skinning, or is there a way to scale my biped and mesh rigging together?
