Minions of Mirth created with TGE?

Since we can modify the dedicated server in MoM, are the level / maps TGE based so I could modify them if I own TGE?

You can modify the levels in Minions of Mirth even without owning TGE. It's probably better to ask MoM specific questions at the prairiegames forum though.
