Water as a light source

Was not sure where to put this one art, code, mapping? I am sure it will get moved if necessary.
Ok, this may sound crazy, but I figured it was worth a shot.
I am wrapping up development of the "Lava Land" environment in my RTS Environment pack, and have been struggling with a ...texture/lighting issue.
The lava (water) "should" be emitting light or a glow that effects the environment around it.
In particular, all i am really worried about is that the banks of the lava rivers should be receiving some light from the glowing hot lava. My fall back fix for this is to hand paint a texture that has some lighting in it to be used exclusively for the banks of the river. This has its on set of issues, but is not a bad compromise.
Figured I would field this in case one of you brilliant coders out there had an idea about how to turn the water surface into a light source?

I had considered that, but the fxlight that you should be able to add in the RTS started kit (my development environment) does not function.
I just spent 4 days getting the smoke particle emitter working in the RTS lit, I can afford to lose any more art dev time to that sort of thing.
