Changing reflection values over a surface

How can I change the reflection value over a surface? I thought by making a patchy PNG it would do the trick, but Torque doesn't work this way. Without slicing up the geometry (as I have done for the tyres to make them not reflect, and windows to be more reflective) how could I make the chassis less reflective on the bonnet and more reflective toward the back of the car?
I checked the TDN and the advanced max tut there on surfaces confirmed that it should work the way I expected, but any reflection map alpha I porvided it seemed to just sample the first pixel of the entire png and set the reflective value for the whole object that way. It seemed to ignore the UV coords.
Is this a Lightwave exporter bug or a Torque bug? How is everyone else setting reflective values across a face?

There does need to be a good tutorial on exporting via LW, it's taken me quite some time to figure it all out myself. Had to learn the limitations the hard way.

The tut shows Lightwave users with GIMP how to set up reflections. It also points 3dmax and Photoshop users in the right direction.
I'll add some more examples to the doc before attempting to make a resource out of it.

Bump! I haven't had anyone volunteer to peer review this - so I'm going to make a resource out of it anyway. Should I post the resource at GG or TDN?
