Can i animate a 3ds model in cinema 4d and export it as a 3ds file. open it in blender and convert it to .dts? Does the 3ds file format support animation? and will bllender carry it on to the .dts file?

*.3ds format does not store animation data (and niether does *.obj IIRC).
On the other hand, there are others that do... you could try *.x - I think it supports animation data.

Also it is important to point out that the 3DS file format itself has a whole bunch of features it just cannot do (like vertex deformation with bones) and has a bunch of interesting bugs and issues (ie. 1 uvw channel export, uvw bugs, limited number of verticies, etc.) which make it an "iffy" format to rely on.

Actually the 3DS format does store animation data. The key with 3DS files is what applications are writing the 3DS format and what applications are reading it. Generally though most applications (aside from 3DS Max) do a half assed job at best at writing a good 3DS file out.

Ok, cos i want to make my files in cinema4d export them as .3ds and animate them in cinema and import them to blender and then to torque, will that work?

Ok, but will blender import the animation file in the .fbx file?

Oopos no. I overread "blender" (twice) ;)
