American McGee Blog Post on "Bad Day LA" Design Process

American McGee is a game designer that has been working on a game called Bad Day LA and just wrote a post in his blog about the path the game has taken during development.
Its not in huge depth, but its interesting to note that he took a story, and built the game around it, without any real gameplay for a long time. This is basically the opposite of what is often recommended here in these forums and I found it interesting. It obviously sounds quite risky to take that approach, but he obviously believed in the story, and that it would evolve into a good game.
While he obviously has some advantages of fame and connections, this could be interpreted as an indie game as well. He has moved out to Hong Kong with private backing to make this game. I've been following it a long time (I was a big fan of one of his earlier games, Alice) and I'm quite looking forward to it.
What do others think? Is his design process too risky? Do you think the game will be any good?
