Starting a game

I want to create a game using Torque Game Engine: which is the best tool for 3D modeling? ( 3ds max?....QuArk?....something else?....)

Blender supports .dts and .dif files?

quark is ok for starting modeling your first levels
while max is used for shapes and objects in the game, (for example) health packs or a character model .

Milkshape for 3d modeling but its $25 to buy, 3d world studio for levels that is around the 100s to buy.

Blender is the best bang for the buck for doing dts modeling. It's FREE (tough to beat free), very powerful, and has a pretty impressive feature set. I'm a newbie, and it seems that people tend to favor whatever modeling package they start with.
Milkshape is cheap, and very easy to use (big plus), and supports importing and exporting LOTS of different formats (I've actually used it simply as a format converter). But it's not nearly as powerful as other modeling packages - and the texturing / animation subsystems are almost useless - they barely fulfill bullet-point requirements.
Maya, 3DS Max, and Lightwave all have their strengths, and advocates. It's pretty fair to say they are superior to either Blender or Milkshape - though the amount by which they are superior and how much that effects your productivity is subject to argument. You pay for it though. 3DS Max is pretty much the front-runner in terms of the modeler for game development, so I think you can find slightly more support for that platform in terms of finding tools for real-time model development.
DIF files largely need a separate tool - the only one I can speak to is QuArK. I can't say I'm thrilled with it as a tool - I'm anxiously awaiting Torque Constructor - but QuArK is also free and works. So that's something.

I have 3ds max 7 and QuArk: I can't believe they have no export type in common!!!There is some plugin that can resolve this problem?

Nope. Both is a reference between two objects rather than a more general pluralization. Little things like this make translation from one language to the other sticky.

I dont use Blender, I might in the future, but it also exports to .dif and can import various formats. So not only can you create your .dts models you can also make your .dif's. All for the low price of 'free' (note: not including the time and learning curve). Heres a few links:
