When I try to export something I always get an error...

The Error:
"File "", line 37, in ?
ImportError: No module named DTSPython"

That means you don't have the DTSPython directory in your scripts.

In other words, "installation error."

Nope. You re-install the exporter.

I just put the Torque Exporter file in the scripts folder, in the Blender foundation directory, because its still not working.

No, put the CONTENTS of the Torque Exporter (all scripts and subdirectories) into the scripts directory.
