#2 I think a better question would be if theres any FREE Icon makers out there. And there is, and they all(aka 90%) suck horribly and can only do basic icons.

#5 Although not free (kinda expensive at 69$ for windows, or 79$ for mac), one that I find very usefull is IconBuilder from The Icon Factory.

It is not an "icon maker" per say...It's a Photoshop plug-in that exports in different icon formats and size. That is the cool thing about it. You use all the powerful Photoshop tools to make your icon like any other graphic. Then you just fire-up iconbuilder from the filter menu and iconify away...

It's called Pixen.

It look like it's Mac-only

#7 The Gimp is an excellent open source digital painting program, comparable to Photoshop. It supports various formats, including Windows icon (.ico) files. Just make your images the right size and colour depth for icons. It is available for Linux, MacOS X, and Windows.

This is a great little utility I stumbled upon a few months back. Its a simple png to ico converter.

#9 I'm performing more thread-necromancy because I've found an excellent free icon converter:
IconSushi.
