    I think there's no copyright laws on custom levels, unless someone gets really angry that you have used his custom stuff, but that's very unlikely

    Any custom levels are the intellectual property of the designer. Making levels out of them are ok as long as they're free. You just can't SELL them as your own; you need to get permission from the designer first (e.g a commercial expansion pack).
