License issue for making dts/dif Importers

I cannot find it now, but I thought I remember seeing an issue about making an importer for other programs.
For example, a DTS file importer for a 3d package such as gameSpace, or a DIF importer for a lighting package such as gile[s].
Is this true? Can this be made if you have an indie license, since it's not a game and you would be using your knowledge of the source code.
Note that Torque would not be used to make the importer.
