Idea for online multiplayer rts like game

I am would like to make a squad based real time strategy game that is online. curently i dont have any experience in game makeing so it will be a work in progress for a long time. my idea is to create it so are given a plot of land and told to create a base layout useing hallways and haveing atleast so many rooms. you set down the rooms then connect them with the hallways to the center room of the complex witch is always the command center. you choose what the rooms become so far i have 5 rooms in mind generator/barracks/training/armorey/computer database. each room does accomplishs something such as barracks depending on the size of the room houses so many people in it basically determined by number of cots that fit in the room. armorey handles ammo and a way to purchase upgrades for wepons etc....
combat will be done by connecting to someone else online and depending on who is attack or defending chooseing the type of guys that you currently have under your command to send in. squads in this game are made up of 6 troopers and 1 leader you can as many squads as you want in. you can choose differant missions for each sqaud such as take out power generator steal computer data assasinate commander. there will be multiple troops types to choose from and use in assault and defense. im hopeing to use a rank system wich will allow you to personalize a number of troops and keep them IE: rank 1 can keep 2 guys rank 20 can keep 40: im not talking just basic customization for these guys but personilzed wepons clothes combat styles and abilitys. th system so far for keeping these guys is right now i think it will be called some type of dna replicator so that when they die a machine in your base begins createing an exact copy of those people.
but the thing i hope to really implement is a good ai where squads work as 1 and communicate welll enough so that you wont be commanding them directly. instead it will be more like you radioing and order to them and you can only tell them general areas to attack or defend such as sqaud 1 defend corner a or squad z move to place charges in armory 1. and these men will use cover wisely if there defending a corner at the end of a long hall they will fire around the corner at the people out in the middle of the hall way. but all these tactics to be used by the ai will come down to the traiing of there squad leaders.

i think i have a good idea and even though no matter what anyone says im still going to attempt this game. i was wondering what soem of the people here think about and if they think the idea i wish to implement is possible with torque or a torque add-on.

With the TGE + RTS starter pack thingie, sure, it can be done. Can you do it? That depends.
