Options for compiling TSE in Windows 98?

Has anyone successfully compiled TSE in Windows 98? If so, what did you use and how did you set it up?
I used MinGW with MSYS to compile TGE, so have not had any need to try anything else before now. I also haven't needed to install the DirectX SDK, as I used TGE in OpenGL mode before the precompiled version became available.
I also have CodeWarrior 6, but have never used it.

I don't currently own XP. "Upgrading" my O/S and purchasing another compiler would be quite expensive, especially on top of the amount I've already spent.
