RTS-SK clarification

I would like confirmation from GG that where the RTS-SK license says:
(a) This license is granted to Torque Game Engine licensees only, and licensees may use the RTS Starter Kit only in accordance to the terms set-forth in their Torque Game Engine license agreement.
Does this means the the RTS-SK script files (.cs/.gui) (the example directory) can be distributed to team members. And that like TGE only need licencse for the C++(and related) engine source code. Or are the RTS modified scripts part of the starter-kit and you can only modify these scripts if you have both licenses?
I know the answer has been hashed out in this forum for the standard TGE script vs source license need but I have not seen this stated in relation to the RTS add on.
