Don't know what "gear up the monster cage and push MC over the steel girder" means. can someone tell me what it means

This is the game he refers to I believe. You drop things on the monster cage to get it to power up, and if you have monster cage connected to a fan or whatever, it will blow the little 'MC' (monster in a little rocket or something) over the steel girder and into the level end zone.

But, since I have no idea what game you're talking about, I'll give my rather limited explanation.
Get behind the "monster cage" and move it in a power gear to push it over the steel girder.
Or else place your gears correctly to allow them to turn with the right ratio and power equivalent to get the MC over the girder.
