Process:

Idea, Storyboard, Timing Refinement, Animatics, Final Animation, Final Simulation (assuming you have hair/cloth/water, etc) and then Final Rendering.

Positions:

Producer (to hold everyone together), Director, Writer, Tool R & D (programmers), 2D & 3D Artists & Animators, Leads to Captain each section, Lighting Directors, Continuity, Voice Actors, Composer, Musicians, etc (what's your budget? if you're making a big movie you need people to get the cafe lattes, etc)

Software:

Again, what's your budget??? : )

The good news is it is possible to be all of those things all by yourself (it takes a very long time though.)

To be honest, if you don't know how to start such a project, now is the time to learn. : )

1- Some kind of film editing program.
2- Animation/Modeling program; there are a lot so try them out to see what fits your needs.
3- Paint program to touch up final frames as necessary.
4- audio editor.

I use the following;

1- Premiere Pro to splice scenes together, I do use Premiere 6 as well as it supports a few older formats.
2- Lightwave to create models, animations and frame renders, ( I also use 3DSMax, and a few others)
3- Photoshop CS, Painter to add special effects or to do touch ups. I also recommend ACDsee to flip through
frames. Its a very useful tool.
4- Sound Forge to edit audio, Sonar to create, record tracks.

You'd need even more things for a pen and tone animation. A good scanner for example and patience.
That should get you off to a decent start.

Flash is good for 2D stuff, though you have to be careful to not have "look like flash."

I personally use Lightwave for 3D and DFX+ for processing, with the GIMP and Pshop for imaging, and Audacity and Goldwave for audio.

Pencil, paper, camera, frame capture software, and lots and lots of coffee. :)
