Buying software cheap, is it possible?

This site is kind of shady, is something like this possible? Is this a fraud?

I have found couple of similar sites. Has anyone experience with e-shops like this one?
There are few site where you can buy Paint Shop pro with some kind of "2 year upgrade plan"(20-40$), but they gave no details.

Oh man, I bought TrueSpace when it came out. If I knew I could have gotten it for free 7 years down the line, I would have saved my money. I may just have to pick that up... Itd be kind of nostalgic.

As for OEM software. This can only legally be sold with hardware. The good news for people like us is that what constitutes hardware is anything used to build a system such as a mouse, keyboard, floppy drive, hard drive etc. If you are buying something that can ONLY be used to build a system then you can also legally buy OEM software.
Most legit shops will inform you that they have to sell you a mouse or something with that cheap OEM package you just brought.
Don't buy from sites like these whatever you do (the ones listed here I mean)!

OEM Software has Acrobat for sale. Seems that site meets all the requirements listed in that paragraph.

CDW is a legit shop, I used to buy stuff from them before they became very corporate oriented and started catering to mostly companies and not individuals. Anyways, like I said they are legit, you always see ads and stuff for them on TV and such, but that might be cause they are based here in Illinois.
