Torque RTS Starter Kit

I heard about the announcement for a new product called the Torque RTS Starter Kit. Does anyone have information about this? Is it 3rd party? Availability? Website of developer?
I have both TGE and TSE licensed, so I am interested in this new product as well.

I think it is being developed in house @ GarageGames... They got some interns to help with it though...

The RTS Starter Kit came from ideas Ben Garney had from some experiments on a turn based strategy game he'd entered in a programming contest. He and Josh worked with Chris and Wes over the summer, now Pat is pitching in to get it polished up. Think of this as one more way GG guys work to get above minimum wage. 3rd Party Developement starts at home.
