Tread3d map editor license question

Hi all !
Does this below lines mean you can use this editor and do your own and make commercial maps with it ?
and do a free map editor to Torque that everybody can use.
First item of business, I have released the source code to Tread3D, an editor I co-wrote a number of years ago with Nicholas Randal. The editor is released for free, and has no usage license, so make whatever you want with it. Check the downloads page.

Yes, there is no usage license on it its 100% free rain, but good luck getting it to compile, it took me a month (off and on) to get it to compile. Oh, and theres some major bugs w/ asserts in the release build.Edit: Spelling

I get some errors sometimes and havent got it to export to torque
yet .
I try to make it a free torque mapping tool,i dont know if i make it but i give it a try .
