Phone Deployment question

I'm curious to know how the deployment method of phone applications compare to PDA. It's rather simple to deploy a game on PDA's since the standard "open" methods apply. But it's been my belief that in order to deploy a game on a phone, you have to basically get published through the company providing the phone service. Is this true? Or is it as simple as plugging your phone into a fire-wire or USB port and loading the app to the phone?

I don't have a game capable phone, hence the questions.

I think you have to go to the phone people, and sign up for their development kit thing....

This is the private SDK forums, and as TGE doesn't run on phones, and won't for a while, if ever, why post here ?
At first glance, the Industry Forums seems a more adequate place for that discussion.
