Torque IDE

Hi
I have clicked the available link to the Torque IDE, but all it gives me is a small 3kb Torque IDE I/O file, which is no use.
Could someone please point me in the right direction to the Torque IDE.
Also, I don't understand how to use Doxygen. I have followed instructions to set up the makefile, but when I enter C:\torque (where torque is installed), it goes through the steps and says no files to input. I don't understand. I thought it would go through the directory and find all the source files. Could someone please explain this as well.
