Does DSP true speech codec work on Linux?

I like to optimise.
DSP True Speech is a great codec for voice, example 11 seconds of 8000kHz 1 bit Monoaudio in 11.7 kilobytes, plays as 8000kHz 16 bit mono. The original file was over 100kb and mp3 got down to about 30kb before it was unbearable.
but I am just wondering if Linux has any support for this codec at all.
or maybe it is a copyright infringement to use this codec without license, I do not really know where it came from as I downloaded some codec installation packages (which may have included evil ones without my knowledge) a while before I did my testing.
Anyway, if your game has voice commands in it then maybe consider this format as the voices are not too badly distorted and much smaller files.
