Torque - $100
Milkshape - $20 (already have)

I believe worldcraft is used for buildings and is free?

My main concern is this: Milkshape doesnt have an import .dts option. The .dts exporter isnt really that great for animations and stuff. I can afford $100 for torque, just not $3000+ for max.

Are there any plans to work on a .dts importer/exporter for MS? Or what are the other options besides max?

You are correct about worldcraft.

There are no DTS importers, only exporters. You build your model, saving it in Milkshape format (or whatever you prefer), and when you want to use it in-game, you export it.

If you have a decent game, it's not too hard to find somebody with a copy of Max who's willing to help you out. The important thing is to get a fun game; this you can do with programmer art (assuming you're a programmer and not an artist :). Once you've got that, you can either try to talk someone into helping you get the models made, or straight out contract the work.

But MS is enough to get started with, assuredly, even if it might have flaws.

Dave Wyand had offered to create a .dts importer for Lightwave, but that was nixed by the community. They wanted tonleave it where a model can only be modified if the user has the source model. I respect that decision.

Lightwave is often on sale for $900, and there is a nice exporter for it. However, I realize that may still be out of your price range. Pretty well you are stuck with milkshape for a low-cost modeler.
