Yes, you can develop games on the Windows platform and test the game. Windows does not have an emulator, but does run the game in a window at the correct size.

When you sign up as an iPhone developer, you get an Iphone SDK that has an iphone/ipad emulator, that is not part of iTGB. (This only runs on MAC)

NOTE: You will need a Mac to complete the final version of your product before submiting it online.

After I develop a game on my Windows machine, I use VMware Workstation that is running Snow Leopard to compile and submit it.

I had problems running the VMware with my one computer, but it did run on the other system which has an Intel chipset with Intel® Virtualization Technology (Intel® VT).

You have to buy the full license (around $900) and the studio package is an add-on that gives you more license rights.

I've got already these products:

Torque X Builder
Torque 2D Pro
Torque 2D
Torque Game Engine 1.4.2

Does on of those qualify for that add-on?

I am not 100% sure, but it might cover the Torque 2D stuff. Someone who knows for sure will answer.
