The latest stable release is Torque 1.1.2. The latest version of torque in general is always the HEAD Branch. Currently there's another Branch called New_Demo_Branch. AFAIK its the same as HEAD but with a new demo application (fps is also included).
The latest stable version of Torque is Release 1.1.2. You can always grab a copy of the HEAD version if you want the latest and greatest. You can find information about all of the Torque releases here.
