Ladder/tournament system for Torque and/or other games

In our project we will be needing some kind of ladder/tournament system to jump start a gaming community/competitive gaming for our game.
We would be willing to make this part open for others to join in + potentially make a resource out of it for free.
So if you got some man hours to spend, some ideas you want to pitch in with or even know about an existing project like this, then reply here!!!
The basic idea is that people can register on a website, join together in clan and then challenge each other.
As a basis for what I would like to code is the Tribes 1+2 Euro Ladder system (I guess very similar to TWL).
If there is time then I would love to make a Torque interface to it, so that people more or less register directly from the game when installing + got some basic control mechanism for challenging, seeing top-10 and similar from within the game as well as a website.
This is still at concept phase, but we will make something for our game. So this is more a "if you got ideas and interest, then you can participate at any level" post.
