Constructor's windows' don't appear

I have Windows 7, and at first my Constructor didn't open, but my friend managed to fix it.
Now I have a new issue. The toolbar found at the top of each of the view windows doesn't seem to appear in the top two windows. I'm not sure if this has to do with the fact that it's running on Windows 7 or not.
I'm also not sure if it's messing with the cursor since the cursor has to be lower than the actual, say "button", to be able to highlight and click.
Is there any way to fix this?

Anyway, turn off aero while running constructor.
