Michael actually that's not a dumb question at all. I wish more people would ask "dumb" questions like that.
Firstly I would sit down and quickly write down why your game would be fun to play cause if its not going to be enjoyable it is going to be very hard to justify to yourself why you are spending so long developing it ;)
Next, write down what features the game will have and what you'd like to see in it. Don't go overkill, 2 - 5 page should suffice.
Then if your still happy with your system specs sit down and work out what you need in terms of artwork, code, sounds, maps etc.
This is probably where the real work begins, here you'd probably begin forming a team, start planning how long different parts will take to create and start writing out any documentation needed.
Now you begin production.

Ok another question the production part what would be the best way to start or the most logical place to start at. Like I said earlier I have tons of ideas screaming to be taken out of my head so im trying to find the easiest way to get things out.

Production eh?
hmmm i'd at least try to get a proof of concept working maybe a small demo or something.
This will require at least
1 coder and 1 artist
or a game dev guru who is a coder/artist.
