Why are the levels different between builds?

Why is it that when GG releases new T3D builds, some levels are no longer there? Example: Undercity....
I'd like to play around with it more, however it's not in the latest build...

However, I know where to get them... I'm just wondering why the levels are different between each build. Is it because the levels are now "out of support" as GG releases new builds?
Why not just include them all with each build?

With that said I wasn't aware that it wasn't working. I can probably start looking into it privately, but would need to work out with GG where/how to distribute it back to everyone.
