Need some advice on whether or not TGB would be right for the job

Here's the project I'm looking at. I create educational games (learning might as well be fun). Right now I'm focusing on a project that basically has a lot of quizzes. The last one was simply built in Flash and Adobe Captivate - very easy, very slick on the quizzing aspect. The problem is I would rather use a platform that would allow me to more easily integrate a story line to the quizzes (creating a game world where the avatar moves from location to location accomplishing tasks based on the players ability to do well in each quiz section) as well as add more interactive mini-games. Now I know TGB would be great for the mini games (light shooters, puzzles, etc)but what I'm wondering about is how difficult it is going to be in integrate (or more specifically imitate) some of the features from Adobe Captivate, such as having "question pools" which the quiz, upon initialization could pull a specified number of random question slides. in fact, the idea would to be to pull a certain number of random questions from multiple "pools." Randomizing not only the questions, but the order of multiple choice answers.
One other question, this project will probably involve about a thousand different questions. Just thinking it seems the best way would be to create an xml document with the questions and answers - but I guess I'm getting ahead of myself.
TGB would be new to me with a pretty good learning curve, so any advice before I commit myself one way or the other would be helpful.

Of course, there are more sophisticated ways to do it. I don't know any of them ;P

I think you could quite feasibly add the features you're talking about. I don't have experience with TGB, but I know it uses the same scripting language as TGE, and I'm pretty certain I could make a quick prototype of pulling random questions and randomising the answers. You could store the questions in anything as simple as a text file, with a line repsesenting a question and all answers - then in the scripts, you break it up into the correct segments and display it in a GUI however you want it.Of course, there are more sophisticated ways to do it. I don't know any of them ;P
