New character and considering pushing harder into art

New art for the new character for the game I'm working on.
Considering focusing on completing all the art; characters and environments, prior to investing a lot of time into the code, what are your thoughts on this? Do you think the coding and art should go hand in hand; as soon as a character is complete work on completing it as much as possible, then move onto the next part? Or focus on completing a mass chunk of art and then all the code for it?

Game functionality can also call for art changes.
So at least be ready to "make changes" during the code phase.
