Recently i discover this gem, saving you money and time:
Impressioncms based on Xoops
With this you can have your own community or social network running in minutes. Works in apache and IIS servers, needs PHP 5 and Mysql.
With the Yogurth addon you can have your social network with tribes (clans): yogurth link
You can search for many more usefuls modules addons, many themes arround and compatibles with Xoops themes and modules
